is it controllable as separate components? In other words, can I setup the camera portion just like I do other cameras

  • Can the lights be controlled separately just like any other light at alarm.com? Will that light control show on the IQ 4 panel with the other lights?

No. Looks like that camera only works with the Pro Series CSVRs (CSVR2000P, CSVR2008P, CSVR2016P, CSVR2108P, and CSVR2116P)
