No cellular test option in toolbox

1.10 does show Q91. Options are simply 0-1 (disabled, supplier enabled)

However, if your panel does not see a module connected, I can verify that Q91 will be removed.

In this circumstance, typically your best bet is to try a new module. If you have not already removed and re-installed the current module, power down your panel completely, remove module, reinstall module, then power back up. Any luck? If not, I would recommend trying a new module before a new panel.
