I was reading the support document on testing the alarm. It says that when “Test My System” is turned on, the operators will not react to the inbound alarm, but then it also says not to turn off the alarm to trigger and test the operator response. Can you confirm what is the right method of testing so that operator does respond?

From that link regarding testing operator response, the instructions are saying to turn off the test mode so that operators do respond if you are looking to test operator response. Test mode is automatically enabled for 7 days upon activation.
Test Operator Response
With your professional monitoring settings adjusted as necessary, navigate to the Test My System tab in your System Manager. While test mode is active, operators will not react to inbound alarm signals from your system. Here you can Enable or Clear your test mode at any time.
Make sure test mode is Cleared.
Arm your alarm system.
Trip any sensor to send an alarm.
Please do not disarm the system yet, allow the siren to continue until operator response.
