Will this device be available for sale on the Surety store at some point?
If so, will it have full input and output functionality on the IQ 4 (or IQ 5)? Specifically I’m looking to use its PGM outputs.

We are looking into carrying this in the future. I think it is highly likely, as there are a variety of uses for this. Here is a prior post discussing the module:
It works with PowerG+ capable Qolsys panels, and it’s output programming is similar to how the outputs on the PowerG Hardwire Translator are set up.
It can either be used as 2 inputs and 2 outputs or 4 inputs for versatility.
