As I understanding by reading info on this website, I need to remove all z wave devices to put them in the enrollment state before I can add them.
Yes, Z-wave devices save their parent network link on board and need to be cleared via exclusion steps on the panel. Z-wave devices can only be learned into one network at a time.
The exclusion process can be done from any Z-wave controller however. You can use the new IQ Panel 4 and perform the Clear Device steps for each Z-wave device one by one (even though they aren’t programmed into that panel yet).
The process clears that internal saved data so the devices can be added to the new panel.
