I purchased a used house built by dr horton in 2023. It has an IQ Panel locked by the installer. This system has a simple setup with the Skybell door bell camera, Kwitset locks, and some lights. I don’t believe that I can register this IMEI in alarm.com. Therefore I am planning to purchase a new IQ Panel 4 from this website to replace the locked panel. It will be straight forward for me since I am IT professional.
As I understanding by reading info on this website, I need to remove all z wave devices to put them in the enrollment state before I can add them. The installed has changed the installer code and the dealer code in the locked panel. I cannot get into the installer menu to remove all z wave devices. I wonder how I can add these z wave devices to the new panel?

Yes, Z-wave devices save their parent network link on board and need to be cleared via exclusion steps on the panel. Z-wave devices can only be learned into one network at a time.
The exclusion process can be done from any Z-wave controller however. You can use the new IQ Panel 4 and perform the Clear Device steps for each Z-wave device one by one (even though they aren’t programmed into that panel yet).
The process clears that internal saved data so the devices can be added to the new panel.
Thank you for the reply. I read this link several times before I post this question. Now after reading this link again, my impression is that the first step is performed on the new panel, not the old panel. If this is the case, then everything is clear. I just need to clear the z wave devices on the new panel.
