No. Z-Wave devices can only be learned into one controller at a time.

I saw another post here from a user who says they have z wave devices with the primary controller the IQ2+ panel and the secondary controller a smart things hub - what does this mean?

Typically this type of integration is done because the Smart things (or other z-wave hub) allows for additional features (more advanced rules/scheduling) or compatibility with Z-Wave devices that the security panel can not do.

However, Qolsys removed this feature from its IQP2+ panels. Panels shipped with firmware 2.4.2+ and 6.81.03+ Z-Wave firmware are affected.

ok, so does this mean there is no possible way i would be able to control a z wave device via ADC and also use it in a smart lighting rule on smart things?

Correct. The Z-Wave device would be learned into ST hub -or- Qolsys panel.
