That is odd. Just to make sure we are talking the same screens - here’s a video I made about joining Smartstart devices but includes setting Z-Wave parameters on the IQ 4. This version specifically is for using SmartStart, Z-Wave LR with a Shelly Wave device. (Just so you see what I see, so to speak)
Are you on an IQ 2 or other IQ panel?
I’ve noticed on my IQ 2 test panel there is no configuration ‘gear’ icon next to the Command_Class_Configuration item. It may not be possible on the IQ 2? However my test panel is defaulted and not on alarm.com service, so perhaps it has other issues.

It looks like your panel is currently on firmware 4.4.1. I would recommend updating to the latest version so that all things are equal for troubleshooting.
The use of the patch tag in the linked instructions below is required in order to download the 4.6.1 version.
Any change after that?
