I have rules setup to disable recording while the panel is disarmed, is it possible to take it one step further and disable them streaming to alarm.com when disarmed?

No, there wouldn’t be a way of blocking that within the ADC rules.
To clarify, do you not want any of your users to be able to view live video when the system is disarmed?
You could rig something like that by cutting power. If you have the VC729P or the V729 it could be done by running the power supply to a Z-wave outlet, and automating that outlet to turn off when the system is disarmed, turn on when armed.
I wouldn’t recommend that, really. There wouldn’t be a way to automatically disregard trouble conditions that result from it, and that would also stop it from functioning as a light.
Are the camera feeds constantly uploading to alarm.com even when all recording rules are paused?
Video is not recorded or uploaded 24/7 but the connection can be made and you can stream that video by connecting through the app or Alarm.com website at any time.
If you do not want your users to be able to do that, you could power down the camera, or power down a network switch it is connected to if you have the VC729P version.

I did exactly this with my interior cameras, using a simple zwave outlet, when I arm the system the outlet turns on, when disarmed outlet is off. Takes about 2 mins once powered for camera to connect but it works perfectly for me needs. With a poe camera I imagine you would just have to shut off the network switch. Not sure how that would affect the rest of your network or if you have a dedicated switch for your cameras.
