I would like to know if the new panelQolsys Panel 2 Plus (QS9202-1208-940. Att, 319 Mhz) works in pair with IQ Remote (QW9103-840) ?

Yes it would, the Secondary panel would connect via Wifi so the RF sensor type (319.5, 345 Etc) would not matter.
