Hello I am looking to start a surety basic plan with 4 Reolink PoE Cameras, Aquara Door/Window Zigbee sensors, Aqara water sensors, and Home Assistant. I am confident that my devices will work together on my network but not sure about Surety compatibility. I have the following questions:
I would like to add in two IQ4 devices: One IQ4 Hub and One IQ4 Panel will they work with Home Assistant and the Aqara Zigbee sensors?
There is no requirement for my Reolink cameras to work with the IQ4 / Surety systems but it would be nice. Are they compatible with the IQ4 or any other Surety system? Mainly, I only want a centralized alarm service in case there is a break-in i.e., door or window sensors.
3. Does Illinois Cook County require an alarm permit? I could not find an answer for Residential use (only for Businesses – which do require it).

The IQ 4 Hub and the IQ Panel 4 are both primary panels. You can only use one on an Alarm.com account. One cannot be the main, and the other a secondary. If you want a main panel choose one of those, then use the IQ Remote PG as the secondary panel.
Neither panel natively works with Zigbee. You need the Zigbee daughter card (QC000E-840) with the IQ Panel 4.
Only a handful of Zigbee sensors are listed as supported by Qolsys as well. See this guide here:

For the most part, Alarm.com only works with their own branded cameras.
In general, Alarm.com cameras would not connect to the panel. Through Alarm.com, all compatible cameras connect to your local network and communicate with Alarm.com. In some cases those cameras can be streamed from the panel. More information on Alarm.com compatible cameras can be found here.
Reolink POE may fall under what Alarm.com considers 3rd Party cameras with which there is some compatibility. This requires a “Commercial” service plan which we do not offer at this time.

I am not showing that one is required for that county but your local city may require one.
