A Qolsys Panel can often connect without the need for a cell test. It is not always required to have a code ahead of time.
Without a code to run the cell test or connect to wifi it is not guaranteed though, especially if the panel is on an old firmware version that has not received critical communicator updates yet.
For the IQ Panel 2, version 2.7.1 contains a communicator update and older versions it is possible to run into trouble if you do not have a code.
