Its a good as it gets, On a side note commands from alarm.com seems to be MUCH faster even with the reduced reception.

No. it goes in the wall behind panel. Coiling it in the panel is a bad idea.

Keep in mind cell phone connection quality is not an indicator of Machine to Machine network performance.
In this case, 14 is a fairly solid signal. Yes, you should notice improved network transmission speeds for signals and commands.
In order to boost signal, aside from moving the panel, adjusting the antenna in wall so it is away from all sources of house line voltage is a good idea.
