My local government requires alarm installations to silence audible alarms after an elapsed time, but I’m not seeing a setting for this. How could I accomplish this?

Looks like you are referencing a Honeywell Vista.
The setting you are talking about is a default setting on alarm systems, usually labeled Siren Timeout or Bell Timeout.
On Vista panels by default this is set at 4 minutes. Your panel reports it is set at this default.
You can adjust it under *33 in programming.
