I already have an existing Alarm.com account with 2 other properties. SO how do I approach registering my new Surety iq4 with ADC ? It does not have an option and it does not ask If i already have an ADC account and it should.

This is unnecessary information to the creation of a new Alarm.com account. In theory you can have multiple accounts tied to the same service address.
Each Alarm.com account is unique. To create an Alarm.com account its only looking for a unique Username and an unregistered alarm panel.

Entry Exit delay times for Qolsys are global. Times for Normal Entry Delay, Normal Exit Delay, etc are set through the Security and Arming section of programming.
Settings > Advanced Settings > Enter Dealer or Installer Code > Installation > Security and Arming.
Delay Type (Exit, Entry, Long, etc) can be set at the sensor level when programming the sensor.
