Does the IQ Siren or PG9901 Siren function as regular regular chimes? Will they sound off if a door/window is opened or when the system is armed/disarmed? Or do the sirens purely function only as triggered alarm siren?

Notice About Alarm.com’s Integration with Z-Wave sirens : Due to a change in how some Z-Wave devices enroll in an Alarm.com system, newly enrolled Z-Wave sirens are only able to sound during alarms on 2GIG and Qolsys panels. On other panels, newly enrolled sirens will not sound. Previously enrolled sirens are not affected, but they should be tested to verify functionality
You may be able to find a plug-in siren and attach it to a Z-wave plug. From there, automate the plug to power on during an event. That would still act more as an alarm rather than a chime.

Depending on the panel it would likely be compatible.
