I wanted to know in what contexts the camera can start recording? What are the triggers? I thought the only time the camera integrated into the control panel could record video was only in case of an alarm?

Not just by walking by the panel when the system is disarmed. The panel camera is not always recording, it requires a specific event to trigger.

Yes, your plan needs to have video devices available and you need to add the Panels cameras as a video device on your account. You can then create the rule to record when a sensor opens.
The panels camera cannot record from movement detected on the panels camera.
