Dialer Delay and Two way voice

Currently I have my system on a 8 second dialer Delay because when I completely disabled the delay, the siren will almost instantaneously cut off in less than a second. I am assuming this is due since there is no delay, my panel immediately activates a two way voice call with the monitoring center, therefore cutting off the siren. Right now that I have it with the 8 seconds, after the 8 seconds, the alarm reports and siren cuts off. My only issue with the no delay is that sometimes since we barely hear the siren due to the system cutting off immediately, I wouldn’t be aware of the alarm until my phone starts going off. So, I just want to confirm the reason we barely hear the siren with no delay on the IQ Panel 4 is due to the system immediately initiating a two way call, therefore cutting off the siren?

Correct the siren will turn off so that two way voice can be heard.
