Is there a way with the qolsys iq2 to create a rule to unlock a door when my phone connects via bluetooth to the panel when I come home? Or how about turn on the zwave porch lights when the same thing happens?

Technically, you might be able to create a rule in Alarm.com to unlock the door when the panel is disarmed, and use bluetooth disarming. However, I have to say you shouldn’t do this. In fact this can be a serious security risk. I would strongly recommend against trying to automate unlocking the door based on proximity. I don’t typically recommend using Bluetooth disarming at all either, though it is an option on the panel.
We have even heard from users who leave bluetooth on on their phone, arm for the night, only to find the panel disarmed itself shortly later.

This can be automated in Alarm.com, but you would use Geofencing options instead. Navigate to Automation, Add a New Rule, Event Triggered Rule, and automate your lights based on people crossing a geofence.
