Yes, that indicates the panel couldn’t get a response from the cell test. It indicates issues with cell signaling.
I just sent a cell ping to your panel and it looks like the panel has not acknowledged the ping yet.
Can you try powering down the panel for about 5 minutes then boot back up? Allow a few minutes after boot up before sending another cell test. Any change?
Settings > Advanced Settings > Power Down
