Looks like this is actually related to a new subscription order still in processing. Note that until an order is processed and accounts set up, an account would not be available.

The standard steps:

Order service > Our team processes your order during business hours > You receive Welcome email containing instructions and login credentials > Follow the cell test instructions in the email to connect the panel to service > Once the panel is communicating to you can login to your new account.
