Is Brilliance Smart Socket and their Wall Switches compatible with my Alarm panel?

It looks like the devices you are referencing are wifi devices. Wifi smart lighting is not compatible with the panel unfortunately, no. The alarm panel uses Z-wave lights for lighting automation. Z-wave is the communication protocol.
Another lighting option compatible with all Surety Home and Complete plans would be Lutron Caseta, Select, or Radio Ra lighting systems.
