2 Way Voice W/O Central Station Monitoring

Is 2 way voice available without Central Station Monitoring? I think I might have a misunderstanding of what this feature is. I was thinking I could use this feature from the mobile app.

No, it requires central station monitoring. 2-Way Voice is communication with 24/7 Monitoring Operators through the alarm panel. The panel makes a two way voice call request upon alarm activation and operators communicate through it first.
