Has anyone used a PoE “splitter” for their IQ2 panel? I have a perfect spot for it where there is an unused Ethernet drop and power budget for it on my switch. Something like this.`

The IQ Panel 2+ is not powered by 12V. It uses a 7vdc power supply.
Please be sure to only use the included plug-in power supply with the panel.
They make them in all voltages. There are 7v available, this was an example.
If that isn’t an option, the cabling is Cat5e, is it possible to use 2 pairs to power it from 30ft away from the power adapter?
Yes, a good solution would be to use multiple conductors on the cat5e cable. Although I would recommend using at least 3 pair. 2 might cover 30 feet, but would be better to avoid as much voltage drop as possible.
