I’ve not used an Indigo Controller and could not cay with certainty the proper steps for it with regard to its settings, but overall the process you describe sounds fine.
If Indigo shares the device list (which will typically take a little while) that would indicate a success.
I would try defaulting the IQ Panel Z-wave network and just learn in the locks with nothing else. This is just to verify the locks alone will function with the panel.
