In general, no. Depending on your setup, Two Way Voice can actually delay dispatch more often than not. It is important to determine how you are going to use the system and whether two way voice will be beneficial.
The thing to keep in mind is that Two Way Voice is a communication method and not a different type of alarm signal.
When everyone has a cell phone in their pocket, a fixed wall-mounted location for communication with the central station as a primary contact is not all that useful in and of itself, unless the location is frequently occupied all day.
Now, it can assist in locations where a form of verification is absolutely required by law enforcement authority before they will send officers, however, relying on audio verification requires more deliberate placement of the panel in the home and is not always reliable. (especially not without additional two-way voice stations in the home, something not available with the all-in-one 2GIG panels) Unless the burglar is making a fair bit of noise this also serves to delay further contacts and dispatch. Video verification is much more effective in this regard. (In my own setup, my panel is not in a good location to capture audio from any other room in the house, for example)
A confirmation of a break in by a contact, whether through two way voice or a cell call, will be treated identically by the CS.
